Yes, when done right. California Vehicle Code 22658 requires one of four grounds for removal, which for most properties means compliant signage at every entrance, plus written authorization before the vehicle is moved and notice to law enforcement. The one-hour wait people cite is CVC 22953, and it applies only to property held open to the public for free parking, not to residential parking.
Do you work with HOAs?
Yes. HOAs are our most common private-property client. The existing signage gets audited, the parking rules get updated with the board, and a patrol schedule is set that fits the community. Board members do not make the tow call. Dispatch and the operator do, per the agreed rules, which keeps the board out of personal liability.
Can I call to tow a specific car in my lot?
If there is a signed property management agreement, yes. The property manager (or a designated contact) calls dispatch, confirms the vehicle and the violation, and an operator responds. Without an agreement on file, no vehicle can legally be removed from that property.
What if a resident forgets their permit and gets towed?
They pay the release fee at the storage yard the car went to and get it back, with full paperwork. It is rare, because a vehicle only goes after the wait time and the sign check. If a resident calls in a good-faith mistake (permit in glove box, etc.), the release is documented and handled professionally. Property managers can also preauthorize per-vehicle exceptions.
Is there a cost to the property?
That depends on the agreement you sign. Enforcement work is billed either to the property or to the vehicle owner at release, so get the terms in writing before the first tow. Specialty services such as overnight patrol or event lockdown are quoted separately.
